September 3, 2003 – On July 16, 2003 during the La Bicicletta Midweek Race Series an incident occurred that was brought to the attention of the OCA by two different members. Their concerns regarded the penalty that had been imposed as well as how the penalty had been determined and administered. A 3-member panel was convened according to the OCA Discipline Policy to investigate and recommend any further course of action.
Based on written accounts of the incident, the panel concluded that the actions of one rider, Mr. Bruce Ketchum, were not in accordance with acceptable behaviour for OCA-sanctioned race events. The OCA Discipline Policy, articles 1.2 b) and c), indicate that Mr. Ketchum's conduct was contrary to the standards of good behaviour and ethics.
The panel has recommended that the rider's racing licence be suspended for a period of 3 months, retroactive to the date of the incident, July 16, 2003. Since there was no appeal, this recommendation has been put into effect.
