In 1999 the association engaged the services of a lawyer to assist in rewriting the very out of date bylaws that governed the association. The new bylaws were implemented and the core structure has proven itself over the past 10 years and with minor adjustments will suffice for the next few years. One of the key changes has been the complexity of issues and the challenges of recruiting board members to manage large volunteer committees. Even with a core group of volunteers it has been difficult to fill all of the roles on various committees. This has been observed across virtually all sport organizations – volunteer time is in short supply.

To fill in gaps the staff on the operational side of the association began looking to both historical practices and policies to guide them. It became obvious to our board and management team that the path forward lay in establishing general policy and the staff working within those policies and that the committees operate on a program basis with accountability through staff to the board. One of the great features of a policy style board is that the board is focused on strategic goals that in turn are used by the staff and committees on the operational side. This allows the board to attract a wide range of members with a cross section of business and cycling experience to enhance the governance of the organization.

The transition of the board from a working board began a few years ago and although it remains a bit of a hybrid the first steps were taken to implement key changes over this past winter. This included adding a “member at large” on the board and the formation of three program committees:
