June 22, 2006 — The CHIN International Bicycle Races take place from 8 a.m. to 3 p.m. on Saturday, July 1, 2006 at Exhibition Place, Toronto. Here is the CHIN Picnic Race Schedule and Technical Guide.
Note: That riders who are eligible may do more than one race and 1-day permits and citizen permits will be accepted for all races except the elite event.
You may race multiple races and women may race with men. (Note: when a woman races with men there is no separate prize purse for women) UCI/CCA Licensed riders may ride in any race for their category. Riders who hold citizen permits may race in the Beginner Race, Sport Race or Master A, B and Junior Race. Senior 1/2 Riders may only ride in the Elite Points race and Sprint Competition.

New “¢ Much More Challenging Course
With the construction of the soccer stadium CHIN International Bicycle Races course changes into a much more challenging and exciting course. Now at 1.25 km in length, 6 turns and a 110 degree and a right-left combo “S” turn in the last 400 metres makes the course much more technical. Pavement is excellent, much of it brand new.
New “¢ Points Race Format for Master A, B & Juniors Race and the Elite Race
Taking from Quebec and European experience, in 2006 we are shaking things up by converting 2 distance races into points races. Points and prizes will given for the first 5 competitors across the line on every 4 laps. The winner is the person who accrues the most points. The last lap has triple points attached to it. Paying 10 deep in the Overall prize package. See the Schedule for value of prizes (points : overall). In the event of a rider or break lapping the field they will receive an additional 20 points upon reintegrating with the field. At that point all riders in the field are eligible for full points in the subsequent sprints
New “¢ Pro Performance Elite Series Whey Kool Sprints
A drag race for bicycles these will be fast and hotly contested. There will be a $500 prize purse on the line. How the sprint works: 2 person teams line up behind the pace car which will pick-up speed to 60 kph. All riders are to stay behind the pace car.
At the 500 m to finish marker, the commissaire will wave a green flag and the pace car will move off; the sprint begins. The first rider from a team across the line places the team.
– 2 person teams, the first member of a team crossing the line places their team.
– Teams must come from the same club, a club may enter more than one team. Team member may not change between preliminary and final rounds.
– For the Preliminary round a random draw will be used to divide the teams into 3 heats; the fastest 1/3 of from each of the heats will move on the the finals. For example, if 27 teams enter, the preliminaries will consist of 3 heats of 9 teams, with the top 3 finishers from each heat moving on to the finish round. In this example 9 teams line-up behind the pace car.
– $500 prize purse, 3 places deep.
– Teams MUST pre-register. FREE if pre-registered for at least one other race, otherwise the entry fee is $10 per team member.
New “¢ Dukes Cycle Cycling Skills Competition
Based on Quebec’s highly successful jeux s’address program. The Dukes Cycle Cycling Skill competition is open to any child between 6 and 16 years of age with any type of bicycle. This program is a timed test of riding and bike handling skills. After the skills portion is completed participants take to the race course for a 2 lap race. This is a fun event; all receive certificates and medals of accomplishment.
New “¢ The Grand Old Masters of Cycling
What is more appropriate on CHIN International’s 40th Anniversary than to recognize those individuals who have built the sport of cycling in Ontario; the Grand Old Masters of Cycling event is the perfect vehicle for doing so. Safety and Parking
Marshals, police and barriers at key points and along the start/finish area will ensure riders’ safety. Riders should watch for pedestrians. Parking is available in the grounds within 300 meters of the circuit. Parking Lot L opens at 6 a.m. for competitors. Children as young as 4 years of age give bike racing a try… and they loved it! Midweek started kids races at the 2005 CHIN picnic, since then every race has seen increased numbers of participants.
Emergency Action Plan
There is an ambulance station right beside the circuit. In addition, Emergency Medical Responders are providing full paramedical services during the day. There are three hospitals within 10 kilo meters of the circuit.
Registration Regulations
The CHIN Picnic Criteriums are held under UCI/CCA rules (excluding Novice and Kid’s races)
The penalty scale in the CCA 2006 rulebook will be applicable. Pre-registration is available on Ontario Cycling Association web-site ontariocycling.org and OCA registration button.
Race Day Registration closes 40 minutes before the advertised start of each event. A $10 per category additional charge is applied to all race-day registrations; cash only please. Please note One-Day permit fees are $10 all. The entry fee for the Pro Performance Elite Series Whey Kool Bike Messenger Race includes the One-Day Permit fee. One-Day permit are not required for participants in the Duke’s Cycling Skills Clinic and/or CHIN International Picnic Fun Races.
All riders are required to sign-on immediately before the start of their event.
All holders of UCI licences may register for any race. OCA racing permits may also register for any race except the Elite Race. One-Day permits will be available for all race categories events except the Elite race.
US riders with domestic licences must purchase a one day permit and will be allowed to register in the category listed on their domestic licence. Participants in the Duke’s Cycling Skills Clinic and/or CHIN International Picnic Fun Races must register and complete the standard OCA Insurance Waivers.
Start Times & Numbers
Races may start early; all riders should be ready to race at least 30 minutes before their advertised race time. All riders will position their numbers as in the diagram. Any rider whose numbers cannot be seen clearly may not appear in the results.
Equipment Regulations
The current UCI / CCA wheel regulations will be applicable (1.3.018). Only traditional wheels or approved non-traditional wheels are permitted (see: www.uci.ch/english/aboutwheels.htm) Only standard handlebars are permitted. No handlebar extensions of any type are allowed.
Riders must wear the registered club jerseys, as indicated on their licence. Independent and unlicensed riders must wear plain-coloured jerseys with no advertising displayed. Sleeveless jerseys are not permitted.
All riders must wear ANSI/SNELL/CSA-approved helmets at when warming up, racing while riding near the course post-race.
There will be a pit area just beyond the start line on the left hand side. A neutral mechanic will be in attendance. No team personnel are permitted in this area. Riders who put wheels in this pit area are asked to clearly mark each wheel with the number and the team/club name.
Please collect wheels immediately after the finish of your event.
Any teams using 2 way radios, please keep off channels 12 and 14 as these are being used by the commissaries and the organization.
Mishaps
Riders will be given free laps for any puncture, mechanical breakage or crash at the discretion of the commissaries. There will be no free laps given in the last 5 laps of any race.
Any rider(s) crashing in the last lap will be given a position at the rear of the bunch they were in at the time of the crash as long as they eventually cross the finish line with their bike(s).
Lapped Riders
All lapped riders will be pulled from the race just before being caught by the bunch. In the Points Race any pulled rider retains the points accrued to the point of being pulled.
In the event of a break lapping the bunch:
– distance races, the bunch will finish 2 laps before the lapping riders.
– points race: riders lapped by the bunch may be pulled. Any pulled will retained all accrued points. In the event of a rider or break lapping the field they will receive an additional 20 points upon reintegrating with the field. At that point all riders in the field are eligible for full points in the subsequent sprints.
Prizes
A list of prizes will be posted at the sign-on and registration area. Subject to participation we expect the prize value to be in excess of $5,000.
Protocol
The top three finishers in each event should present themselves to the podium area within 10 minutes of the end of their race. Any placed riders who do not attend the prize presentation at the end of the race may forfeit fifty percent of their prize and be subject to disciplinary action as laid out in the CCA schedule of penalties.
Directions
– From Lester B. Pearson Airport: take Hwy 427 South to Gardiner Expressway and proceed east to Jamison. Come off Expressway and the CNE is about 500m east.
– From Windsor / Detroit: take Hwy 401 east to Hwy 427 south then follow above instructions.
– From East of Toronto: 401 west, then take Don Valley Parkway South to Gardiner. West on Gardiner and exit at Spadina. Go south to Lakeshore Blvd. and west to CNE grounds.
