The CCA's Annual General Meeting was held in Montreal, December 6-7, 2002. The organization underwent a complete restructuring and implemented a new governance model that ultimately will streamline the organization's operations and further empower each sector and committee in the performance of their duties.

Brian Jolly, the president for the past nine years, and who spearheaded many significant changes in the CCA during his tenure, was replaced by Bill Kinash, a long-standing CCA member and well-respected former president of the Saskatchewan Cycling Association. Some of Jolly's accomplishments included building important relations for Canada at the international level with the UCI and facilitating the success of securing the Hamilton 2003 Road Worlds.

Elections were held for the following positions and here are the elected delegates:
