October 25, 2009 (Charlottetown, PEI) – The 2009 CCA AGM began on Sunday morning with president John Tolkamp’s report on the past season and looking ahead to 2010 and the 2012 Games. The report touched on the new Advisory Council to engage business and other prominent cycling individuals to provide guidance in a variety of areas including sponsorship which continues to be a challenging sector. Governent funding is also under pressure in these tougher economic times.
While the new CCA structure is functioning well there are other pressures in the limited pool of coaches and other cycling officials including commissaires. The anti-doping campaign continues to be an important segment for the CCA. Tolkamp noted that the numbers of participants in racing is flat while for-cause events such as the Ride to Conquer Cancer and the Sears National Kids Cancer Ride are growing with significant numbers participating suggesting the CCA might review opportunities in this sector.
His report ended with comments on the UCI Congress which was held in Mendrisio, Switzerland at the 2009 Road Worlds. The event provides significant funding to the UCI and while Canada is well represented in MTB by former CCA president Brian Jollly and in Paracycling by the FQSC’s Louis Barbeau, we have little influence in the road sector. Tolkamp added that with 2010 being a strong year for cycling in Canada with the 2010 MTB Worlds hosted at Mont Ste-Anne, and two ProTour road events in Quebec City and Montreal, that our international presence will be bolstered along with legacy and sponsorship opportunities.
Sport Canada’s Corey Beard encouraged the CCA to pursue their high performance agenda which was well received by the agency. He couldn’t confirm that current levels of funding will be available in the future.
The CCA’s Brett Stewart’s financial report showed the CCA making steady progress creating a more stable financial position and putting behind previous financial difficulties. The 2008/09 fiscal year with an operating budget of $4 million exceeded the target with a year-end surplus of $82,997 (vs $9,332 in 2008). Over a 5-year period the association has gone from a deficit of $135,346 in 2006/07 to a projected surplus of over $120,000 in 2009/10.
To align with the cycle of the UCI, Canadian Olympic Committee and other international bodies the bylaws were changed to extend the CCA’s President’s term from three to four years. This means that current president John Tolkamp will hold the position for a total of five years (to accommodate the extension) with the next elections in 2013 following the 2012 Games.
A slightly shortened 2010 AGM was proposed to be held in Mont Ste-Anne, QC Sept. 6-7 following the MTB Worlds which run from Sept. 1-5. Following this announcement the elections were held and with the annual CCA Awards the AGM came to a close.
